Police Federation/Ipsos MORI poll of members on industrial rights
This poll is being conducted on line between 25th March 2008 and 2nd May 2008.
The poll questions are:
- Do you consider the decision of the independent Police Arbitration Tribunal should be binding on the government?
- In the absence of binding arbitration on the government, do you wish the Police Federation of England and Wales to start to lobby for a change in legislation to allow police officers full industrial rights?
The poll paper itself is self contained and has background detail about what is arbitration, what are industrial rights etc. This will help members and allow them to make an informed decision.

In the absence of a national database of members, the Police Federation of England & Wales have sought to make the online poll as secure as possible in the circumstances. It is important to bear in mind that the poll is purely to give the Joint Central Committee, Joint Branch Boards and conference delegates a steer about any policy decision that may or may not be taken about lobbying for employee status for police officers. To that end, it is a poll for opinions and not a ballot to make a decision.
Ipsos MORI are very aware of, and accustomed to, the issues surrounding multiple entries and will be analysing any anomalies or duplicate entries retrospectively at the conclusion of the poll. They also automatically build in a margin of error that they will inform the Police Federation of England and Wales of.
Ipsos MORI can also analyse what computer terminals responses have come from by unique IP computer addresses. Therefore in forces, such as the Metropolitan, where the link to the poll is via their internal Aware intranet site, we will be able to verify what quantity of Metropolitan online votes have been made from police stations and headquarters.
The Police Federation of England and Wales will not be made aware of any individual votes. Members' individual views will be treated in confidence by Ipsos MORI.
The Police Federation of England and Wales recognise no poll of this nature, with our organisational structure can be 100% secure. However, they are confident that the data collected, along with the measures adopted will provide reliable data which will represent the views of our members.
