Press release from North Yorkshire Police Federation re Chief Constables Disciplinary hearing

Reflecting on the outcome of the hearing Mark Botham chairman of North Yorkshire Police Federation said:
“ We are aware that North Yorkshire Chief Constable Grahame Maxwell has received a final written warning following a disciplinary hearing at which he admitted matters of misconduct. We do not intend to make any public comment on a specific individual hearing. Since his appointment we have enjoyed a healthy working relationship with the Chief Constable and look forward to this continuing.
We believe that the lesson learnt from this is that there needs to be a Royal Commission on Policing as we believe the proposed arrangements for governance of Police & Crime Commissioners and chief officer ranks in the Police and Social Responsibility Bill currently in the committee stage are inadequate. The Home Office website states that Police & Crime Commissioners will be “required to notify the Police & Crime Panel of any intended removal and provide an explanation to the chief constable and allow them to make relevant representations. The PCP will be able to scrutinise the decision, including seeking the views of Her Majesty’s Chief Inspector of Constabulary, but the PCC has the responsibility for then confirming the decision (or not).” We do not believe that to be suitable or sufficient. Nor do we believe that the proposals for Chief Constables to be able to appoint and dismiss their Deputy Chief Constable and Assistant(s) Chief Constable is suitable or sufficient. And we therefore call upon the government to set up a Royal Commission on Policing.”
