Regulation A19 and the cessation of 30+ and 30++

The ‘In the Loop Extra’ which was sent out during week commencing 22nd November 2010 has caused serious concern amongst our members. This is because you may have read in Police Review recently that the Commissioner of the Metropolitan Police has stated that the A19 procedure is a very blunt tool and it will remain locked in his toolbox for now. You may also read that ACPO are also looking at the A19 regulations along with a number of other agencies including Age Concern etc. If there are so many agencies not least of which the largest police force in the country sceptical about this regulation then surely we shouldn’t rush into making decisions to implement it. Particularly given the fact that only last week West Midlands Police Authority deferred making a decision on the implementation of A19 until a date after our own police authority has met. And that none of the other forces in the Yorkshire and Humber region have implemented A19 at this time.
We are also aware that questions have been raised in the Houses of Parliament about its use. These were led in the House of Lords by John Reid (a former Home Secretary).
We were not consulted until after a decision had been made to take the matter to the Police Authority meeting on 13th December 2010.
What we have not seen are the following:
- Given that we have retired officers in key roles within the organisation, such as Complaints & Professional Standards, HR, Training and Control Room – why is it now felt that experienced officers do not add value to the organisation;
- Given the national steer to protect the front line we have not seen any figures which show the total number of police staff in North Yorkshire and how many there are at each grade (expressed as a percentage) earning more than a constable, earning more than a sergeant, earning more than an inspector and earning more than a chief inspector.
