Police and Crime Commissioners

The most radical shake up of policing in 50 years?
Blair Gibbs of the Policy Exchange think tank has said the reforms are overdue and that: "The current model of police authorities was clearly failing and chief constables had become too powerful. This distinctive British model will make police chiefs truly accountable for the first time and the public will notice the difference."
In a debate on A19 in the House of Lords on 6th December 2010 a question was posed by Lord Hunt of Kings Heath:
"My Lords, does the Minister not think it extraordinary that some of our most experienced police officers are being forced to retire while the Government are prepared to waste millions of pounds on the election of police commissioners? Can the Minister tell me how many police officer jobs will be lost in order to pay for the politicisation of our police force?"
The flowchart below shows the effect of what is proposed.
